Annual Probate GAL Seminar Part I: Public Benefits 101 for GALs An overview of the different public benefit programs that provide income and health insurance to the elder and disabled populations, including Social Security, Medicare, Medicaid, Family Care, IRIS and Supplemental Security Income (SSI). The overview will include eligibility and coverage rules including updated figures for the 2021 calendar year. Additionally, this presentation will discuss the public benefit issues that are prevelant in initial Guardianship/Protective Placement actions, post-judgment requests and annual reviews. Part II: Transferring Guardianship Under Chapter 53: The Shortest Distance Between Two Points? Chapter 53, Wisconsin’s version of the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act (UAGPPJA), became law in mid-2018. Chapter 53 governs the process of transferring out of state guardianships into Wisconsin, as well as the process of transferring Wisconsin guardianships out to another state. This presentation explores those processes, the forms to be used, and the issues that can arise with differences between state law despite UAGPPJA.
